The short answer

Manila is the Philippine capital, pairing the Spanish-era walled city of Intramuros with the towers of Makati and BGC. It is great for giant malls, Filipino food and Manila Bay sunsets, and many travelers stop here before or after island trips to places like Boracay, Palawan or Cebu.

Cebu is an island in the central Philippines loved for clear water, resorts and island-hopping trips, popular with families and honeymooners. You can relax at a resort on Mactan Island near the airport, explore Cebu City's historic churches and malls, and take day trips for whale sharks, sardine runs or neighboring Bohol.

Best for: Manila suits travelers who want a city trip of historic walks, museums, food crawls, malls and nightlife. Cebu suits those who want resort time built around sea activities such as island hopping, snorkeling and canyoneering.

From the airport to your hotel

Manila's gateway is Ninoy Aquino International Airport (MNL). Each terminal has designated ride-hailing pickup areas; at Terminal 3 you board at the ride-hailing and taxi hub inside the parking building. The city takes about 30-90 minutes depending on traffic.

Cebu's airport is on Mactan Island, about 15-30 minutes from Mactan resorts and about 40-90 minutes from Cebu City depending on traffic. If you're staying on Mactan, a resort or hotel pickup is easiest, and if you arrive late at night, booking ahead is reassuring.

Manila traffic is severe, so on your last day leave for the airport at least 3-4 hours before departure. In Cebu, bridge traffic between Cebu City and Mactan gets heavy at rush hour.

How many days, and what budget

The guides suggest 3 to 4 days for Manila and 5 to 6 days for Cebu. Manila is a city trip where traffic makes it best to cover one area a day; Cebu is a resort-based trip with island hopping and day trips.

Below are each guide's budget levels. In Manila, jeepneys, street stalls and small eateries are cash only, so carry plenty of 20, 50 and 100 PHP notes; in Cebu, jeepneys, taxis and stalls also need cash and often lack change.

Monthly normals side by side

Both use 1991–2020 values from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Climatological Normals. Manila's figures are from the Port Area, Manila station and Cebu's from the Mactan-Cebu International Airport station. Each line shows average high/average low and monthly rainfall, rounded to whole numbers. Normals are long-term averages, so check the forecast before you go.

Both guides point to January to April. The Manila guide names December to April, the dry season, as the best time. In Manila, March to May is very hot, and by the normals April and May average highs of 34°C. The Cebu guide recommends January to May, when rain is lower, especially January to April with clear skies and calm seas. By the normals, Manila's driest month is January (19 mm) and its wettest is August (476 mm). Cebu's driest month is April (56 mm) and its wettest is July (211 mm).

In Manila, the June to October rainy season brings typhoons and flooding, so build in buffer days. Holy Week and the Christmas season bring heavy traffic. In Cebu, June to October and December are rainier, with frequent showers. In Cebu, typhoons in September to November can cancel boat trips, and resort prices rise sharply in peak holiday seasons.

What you do there

In Manila, explore the Spanish-era walled city of Intramuros by kalesa (horse carriage) or bike tour, then visit Fort Santiago inside it (paid entry; go in the morning) and San Agustin Church, a UNESCO World Heritage site. The National Museum beside Rizal Park is free; check hours and booking on the official site before you go. There is also a Binondo (Chinatown) food crawl, the Manila Bay sunset from the Baywalk or the Pasay bayside promenade (arrive about 30 minutes before sunset), an evening walk on BGC High Street, and a day trip to Tagaytay, about 2 hours south by car, for views of Taal Volcano and its lake.

Cebu's signature trip is island hopping: a local bangka boat tour of islands around Mactan with snorkeling stops. In old Cebu City, the Basilica del Santo Niño and Magellan's Cross stand side by side, Fort San Pedro fits easily into the same walk, and Tops Lookout gives sweeping night views. Further out are the Moalboal sardine run (around 3 hours by car from the city, so stay a night or two), Kawasan Falls with turquoise pools and canyoneering, and Bohol, about 2 hours by ferry from Cebu City's port. Oslob's whale sharks are attracted with feeding, which raises animal-welfare concerns, so decide carefully whether to take part.

For food, try adobo (about 150-300 PHP at local eateries), sour sinigang, sisig (about 200-400 PHP) and pancit in Manila, and lechon, sutukil seafood, mangoes and puso in Cebu. Halo-halo, the shaved-ice dessert, is easy to find in both.

How to choose, and what to check

If your goal is a city trip of historic sights, museums, food crawls, malls and nightlife, choose Manila. If it is resort time with sea activities like island hopping and snorkeling, choose Cebu. Many travelers also stop in Manila before or after island trips to places like Boracay, Palawan or Cebu; if you want to combine the two, check the official information before you go for transport and timing.

Entry requirements and electronic arrival registration rules can change, so check official Philippine government information before you travel.
