Okinawa Without a Rental Car: Monorail, Bus Tours and Ferries

The honest answer: yes, but narrow your scope

Outside Naha, Okinawa's sights are spread across the island, so a rental car is usually seen as the standard way to travel. The Motobu Peninsula, home to Churaumi Aquarium and Kouri Island, is about two hours' drive from the airport.

Still, you can manage without one. The Yui Rail monorail covers Naha, bus tours handle the northern sights, and ferries reach the nearby islands. The trade-off is flexibility: you plan around tour and ferry times rather than going anywhere whenever you like.

This approach suits you if you would rather not drive, are uneasy about driving on the left, or do not have an International Driving Permit.

Stay around Kokusai-dori in Naha

Without a car, where you stay matters most. The Kokusai-dori area of Naha is the best fit for 'first visit, car-free trips': it is close to the airport, on the monorail, and full of restaurants and shops open late.

From the airport, the Yui Rail takes about 13-16 minutes to Kencho-mae or Makishi stations near Kokusai-dori, for about 300 yen. A taxi to central Naha takes about 15 minutes.

If you stay at a northern resort, airport limousine buses serve the major hotels but take over an hour, and getting out of the resort is harder. To see several places without a car, basing yourself in Naha is far easier.

Where the Yui Rail takes you

The Yui Rail monorail links the airport, central Naha and Shuri, and IC cards work on it, so getting around Naha without a car is easy.

Kokusai-dori is Naha's main street, about 1.6 km of souvenir shops and restaurants, with a market lane for local food nearby. Okinawa soba (about 700-1,000 yen) or taco rice (about 600-1,000 yen) makes an easy meal.

At the Shuri end is Shuri Castle Park, the former castle of the Ryukyu Kingdom, rebuilt after a 2019 fire. The main hall is scheduled to open to the public from November 23, 2026, with advance reservations for the interior. Check the official site for what is open.

Use a bus tour for the north

Northern and central sights like Churaumi Aquarium, Kouri Island and Cape Manzamo are the hardest part of a car-free trip. Local buses do reach the north, but they are infrequent and slow, and a taxi that far gets expensive.

That is why day bus tours that bundle sights are a good choice if you travel without a car. You can see several places in a day without worrying about directions. Confirm the pickup point, times and included stops when you book.

There are downsides. Driving across the long Kouri Bridge over the sea is a highlight in itself, and it feels different from a tour bus seat. Churaumi Aquarium is quieter early in the morning or late in the afternoon, but on a tour you cannot choose your arrival time.

A great car-free day: a ferry to the Kerama Islands

The Kerama Islands are reached by ferry from Naha port. The water is exceptionally clear and great for snorkeling, so it is a good choice if you want Okinawa's sea without driving.

Boats may not run in bad weather. Cancellations are more likely in the July-September typhoon season, so put the Kerama day in the middle of your trip and keep a spare day. Check sailing times and whether boats are running with official sources.

Jellyfish can appear in summer, so swim inside the netted areas at beaches. The sun is intense, so bring sunscreen, a hat and a rash guard.

A sample car-free 4-day plan and budget

A typical itinerary assumes a rental car, so we reordered it for car-free travel. The key is to stay in Naha all four nights so you never move your bags.

A budget trip with a guesthouse, the monorail and buses costs about 7,000-9,000 yen per person per day. Bus tours and ferries cost extra. Some small eateries and markets are cash only, so carry small notes.

Sefa-utaki and the southern seaside cafés are usually visited by car. If you want to go without one, check official sources in advance for bus routes or tours covering the south.
